The 2009 Prague Declaration which launched the Eastern Partnership foresees the possibility of creating panels in the framework of thematic platforms in order to support their work in specific areas.
Two platforms took advantage of this opportunity:
The panel seeks to facilitate the exchange of best practices on IBM and to promote the development of the Eastern Partnership IBM Flagship Initiative
The Panel is to facilitate the exchange of information and best practices on building integrity, prevention and prosecution of corruption with the view of promoting adherence to international standards, in particular those formulated in relevant Council of Europe and UN conventions, promoting strategic and comprehensive approach, as well as participation of Civil Society.
The goal of the Panel is cooperation with Partner countries in order to improve effectiveness of public administration, improve integrity of the civil service and promote local democracy. The particular attention will be paid to building up overall support for reforms and receiving capacity for foreign assistance projects, exchanging reform practices and analysing main common bottlenecks hindering or slowing sectoral reforms.
On the 7th of May 2010 the platform "Economic Integration and Convergence with EU Policies" agreed on establishing a panel Small and Medium Enterprises. The SME Panel is to exchange information on SME policy approaches in the EU and in the Partner Countries; address a common project on enterprise policy performance; accompany the implementation of the SME Flagship Initiative and organise business to business contacts.
On the 9th of November 2009 the platform “Economic Integration and Convergence with EU Policies” agreed on establishing a Panel on Trade and Trade Related Regulatory Cooperation - linked to DCFTAs. The aim of Trade Panel is to exchange information, experiences and best practices in the development and implementation of measures by participants, to promote approximation to the EU acquis in the different areas and to promote consistency of measures taken by Eastern Partner countries at national, bilateral and regional level.
On the 9th of November 2009 the platform “Economic Integration and Convergence with EU Policies” agreed on establishing a panel on Environment and Climate Change. The panel facilitates the exchange of information and experience in the development and implementation of environment and climate change policies with a view to promoting convergence with EU legislation in these areas as appropriate, and promotes the development of the Eastern Partnership Environmental Governance Flagship Initiative and makes recommendations on its implementation.
